Protect womens human right to birth at home with an Independent Midwife
The issue
DOH Victoria are creating a quality and safety framework for Midwives in private practice to adhere to in order to satisfy COAG Healths insurance exemption which was extended in April. That framework will limit homebirth with an attending Independent Midwife to: A singleton pregnancy at term, in a head down position with an unscarred uterus. This will seriously impinge womens human rights on determining health care which is right for them. This is especially true for those women who have had a previous Caesarean section and wish to engage an Independent Midwife for a birth at home. The evidence is clear that this is a safe way to birth. The NMBA, ANMF and ACM will be consulted on the guidelines and this new framework will be regulated and implemented on January 1st 2017. If it goes ahead it will be illegal for Independent Midwives to attend a Homebirth for any woman who has previously had a Caesarean or any other scar on their uterus.
