Not all Pokemon Go Players are able bodied for whatever reason, live in areas of mass concentration and if the do many of us use public transportation, bicycles, scooters etc and this governor has really put a hamper on enjoyable game play. So much so many players are thinking of quitting because of it. We all play Pokemon Go the best way for us as individuals, families, and friends.  Please remove this governor or at least increase it to a reasonable speed where passengers in moving vehicles will still see Pokemon spawns in the sightings menu.
