That's completely unfair on the rest of New-Zealanders for certin people to be exempt from the law, they say its to reduce "Offending Numbers" and "offer them a chance" - If they want to reduce offending numbers and offer people a chance they should make this new-Zealand wide - not just a certin area.

Police aren't immediately dishing out $400 tickets for unlicensed Maori drivers in south Auckland, it has been reported.
The move is part of a nationwide programme called Turning of the Tide, designed to reduce Maori offending.
Maori drivers caught without a licence or in breach of their conditions don't get a ticket and are instead referred to training, according to TVNZ, which has seen leaked documents on the guidelines.
A panel then looks at why that person doesn't have a licence and then provides some support, says Superintendent Wally Haumaha.
They cop the $400 fine if they don't get their licence within two months.
Supt Haumaha denies it is a race issue.
"It's based on the fact that they are a significant part of the problem so we're working with the problem," he told the broadcaster.
Turning it into a race issue was "totally mischievous", he said.
Police say the ticket scheme is working, however they were unable to say how many drivers had avoided the fine since the scheme began last year.
