The issue

The Restricted drivers of New Zealand are constantly caught up in the stereotype that we all drag race and drink drive as soon as another person gets in the car, when in fact the large majority of us are safe and cautious drivers that don't carry passengers and obey the road rules and laws of New Zealand. The New Zealand Transport Agency should be able to issue "passenger permits" to restricted drivers that have gone the first 6 months of their 18 month restricted license period without incurring any criminal convictions or traffic offenses, even a parking ticket. If the driver has any conviction or traffic offense within the first 6 months, the permit will be denied and will not be issued at all, no exceptions. If the driver is sentenced to a criminal conviction or incurs a traffic offense while in possession of their passenger permit, the permit will be revoked, no exceptions. If the driver has any previous ciminal convictions or traffic offenses prior to gaining their restricted license, the permit will not be issued, no exceptions. This allows the restricted drivers that are safe and cautious, law abiding New Zealand citizens to get out of the stereotype that has been set by the small minority that give us a bad name. Benefits of this are: 1) The roads will be safer due to restricted drivers focusing on obeying the road rules even more than we already do in fear of losing our passenger permits. 2) The Government can put a charge on applying for and renewing this permit and can gain revenue off of it.
