The Issue
There is no existing mechanism to prevent someone convicted of animal abuse from walking into a shelter or going on Craigslist and getting a new animal. To sell you would need to hold a license in the state of New York which would allow the state of New York to control the process by suspending a license or pulling a license after an attempt to sell to a registered abuser, if the person or persons charged with abuse to an animal or animals and was not founded to be on the registry, the licensee holder will be informed, but not charged. A standard Animal Abuse Fee to a license animal seller would be in the sum of $10,000 after the first act, if a second act is committed a NYS License holder will have license suspended up to One year following Six months probationary period, Third act will result in jail time up to the maximum sentence. To adopt you will need to file for a permit which would be generated from the online database and linked to your name your social security number and mailing address for a fee of $25 you will then be generated in the system for New York allowing you to adopt pets. Local Humane Society's would be able to see if someone is registered or as an animal abuser, you will need both their full name and date of birth and social security, you ask what about other family members? each family member of the age of 18 will be entered into the system, this will allow under age adoption processes, this will allow the system to generate smoothly. The registry would be public access because of the many different organizations and individuals selling or adopting out pets. Person or Persons who are convicted of animal abuse will be put into this network system by the ASPCA once local law enforcement releases the information. Humane society's and local sellers would need to be held accountable to use this online system and updating it accurately to avoid any missing information and making the adoption process harder as there will be a process to verify instead of using the old school generation of just "three references" the agency or private seller would be trained on how to appropriately verify the necessary requirements and be alert of anything not suitable for adoption purposes through a local one time class given by the county for the fee of $50. If your willing to make money, your willing to take the class.
I feel as though this is a very important procedure that needs to be created and used going forward. The amount of animal abuse that is happening in today's society is sickening and over whelming. People who would not want this petition granted is looking at it in the dollar view aspect. Look at it as not money, but for the safe and welfare of our pets and family. We only can hope that this process be granted and allow animals to have a fighting chance to live, no animal should be harmed, Animals are considered part of the family and have been for many generations, can you take the time and sign?
