To Governor Cuomo, The punishment against animal abusers needs to become more strict. Just because an animal doesn't show any signs of "physical" harm after being abused, shouldn't mean that said abuser should not be prosecuted !!!Why wait to the point where the animal is severely harmed, or worse, murdered??????? First offense should be their last offense!!!They should be charged with assault, the same way as if it were a human being. They should never own another animal again.
