A good samaritan noticed that there are between 15 and 20 emaciated horses living on a farm in South Jersey. Apparently, the owner of this farm has been investigated for animal neglect in the past, but he somehow still has horses and other animals on his property. According to the good samaritan, the horses have crusty eyes, diarrhea, and no food in sight.
