My brother met with quadriplegia some 30 years ago. He is a testimony to the value of independent living. He has been able to live in his own home/ apt.and successfully raise his son there. Moving him to an institution would be financially 2 to 3 times more costly for the government, jeopardize his health, and remove a good citizen from his home, family and community. Please help
