Dear Honorable Governmental Leaders for the State of Rhode Island,
Below are two additional videos that I forgot to send in the previous email. The first shows additional support for the Town of Narragansett's Proposal by our Town Council Members, Town Planner, the President of the Narragansett Pier Resident Association, a member of the Galilee Advisory Committee for which I am a member too. members of the Friends of Galilee (The Friends of Galilee Consists of a group of professionals who have dedicated their lives to improving Galilee), and the Narragansett Town Planner. It was produced by councilwoman: Dr. Ewa Dzwierzynski. I was absent from the video due to a family obligation. The second video was produced by Jim Hummel of the Hummel Report shows how Champlin's Marina was illegally expanded up just prior to Procaccianti purchasing the Marina in Block Island.
Narragansett's Proposal Supported by Town Council Members and Concerned Residents in Narragansett

Just prior to Procaccianti purchasing the Champlin's Marina for 19 million in Block Island, the Town of Block Island was Blocked Out, and the Marina expansion was authorized by the Coastal Resource Management Council even though the expansion was done illegally, and the research conducted by the Town of Block Island and a concerned citizens group in Block Island has shown such an expansion will hurt the fragile ecosystem of the Great Salt Pond. The RI Attorney General's Office found the expansion was done illegally. Two Coastal Resource Management Board Members had to resign. A retired judge then overruled the ruling of the RI Attorney General's Office. The case is now being elevated to the Supreme Court. Now we have the Town of Narragansett being Blocked Out. While Procaccianti did not own the Marina just before it was expanded upon, after his antics with the RIDEM and with the Town of Narragansett being Blocked Out by the RIDEM by not only failing to select the Town of Narragansett's Proposal even though it was the most viable plan for Galilee, and the RIDEM then awards Procaccianti a 19 year parking lot lease without it going out for bid. One can conclude the Town of Narragansett was Blocked Out by the RIDEM and Procaccianti. Something stinks in Galilee and in Block Island, and it is not the fish. Below is the video produced by Jim Hummel of the Hummel Report. As Mr. Procaccianti has funded politicians in Rhode Island for their reelection campaign, so many may feel such politicians may be compromised in making an impartial ruling against Mr. Procaccianti and PRIX. Let us Hope and Pray all politicians will see the obvious blatant malfeasance of the RIDEM and PRIX in the Galilee - Land Lease Parking Lot Deal, and they will rule the awarding of the RIDEM - PRIX Parking Lot Lease is Null and Void due to negligence in the RIDEM by failing to allow the lease for the parking lot going out to bid. I think many Narragansett businessmen and women would have loved to bid for the recently awarded parking lot lease. The Town of Narragansett was Blocked Out of bidding for the parking lot lease. Let us not forget, the RIDEM allowed PRIX to generate the RFP with the RIDEM even though the prior lease showed PRIX violated the terms of the lease. It is like the whole RFP process was rigged from the beginning. If one watches the Zoom Meetings held with the Narragansett Town Council, Procaccianti's two initial proposals for the leased land was to put up primarily a large parking lot in that area. Are we living in a Communist or Socialist Government when a Governmental Agency can dictate to a Town what private corporation will be awarded a lease without it going out for bid or what is the best way to use the land in the center of a seaside village in the Town of Narragansett? If the awarding of the parking lot lease is not reversed as a result of the gross malfeasance of the RIDEM, I will have to ask Jim if he can do a video for the Town of Narragansett called Blocked Out - Part 2 - Only In Rhode Island. The State's Motto Can then be Changed from Hope to Hopeless.
My rationale on why the Town of Narragansett's Proposal is the most viable proposal out of all those submitted is attached to this document as it is most in line with our Town's Comprehensive Plan and the research conducted by the University of Rhode Island and others. No one but Procaccianti felt a large parking lot would be best for that area. Who in their right mind would think a massive parking lot was best for Galilee. It would be best for Procaccianti as he recently purchased his 19 million dollar Marina in Block Island, and the more people using Galilee as a stopping ground to bring more people over to Block Island to go to his restaurant, resort, and Marina, the better for him. Does Procaccianti think the people in Narragansett are idiots and we cannot connect the dots? A parking lot will generate the most profit for the least amount of money to be paid out. The overall cost for a street level parking lot is negligible in comparison to a Boutique Hotel, a Maritime Museum, and a Recreational Park. Let us not forget, a street level parking lot is a cash business. Will the RIDEM have an independent parking lot attendant recording the number of cars in and the amount of cash being generated from cars using the lot?

The below is the original message I sent out in case you may have inadvertently failed to open the original email.
I hope you are doing well. I hope you will take action to stop the RIDEM - Procaccianti Parking Lease Deal in Galilee. Procaccianti (PRIX) previously had a lease for the 5 Acre Parcel In Galilee. The lease expired last year. PRIX failed to keep the terms of their last lease. They neglected the hotel and it has not been occupied in over 7 years. Now it needs to be demolished. The RIDEM put out a RFP for the 5 Acre Parcel. The Town of Narragansett submitted a viable proposal for the RFP. The plan was in compliance with the Galilee Comprehensive Plan, and the University of Rhode Island Research Study. The Friends of Galilee has over 800 members on their FB Page, and they all support the Town of Narragansett's Proposal. I am on the Galilee Advisory Committee, and I support the plan. I created an online petition at Change.org, and over 2900 individuals provided their virtual signature of supporting the Town of Narragansett's Proposal. It was developed and supported by the Town Manager, James Tierney, and our Town Planner, Mike DeLuca. The Narragansett Pier Residents' Association supported the Town of Narragansett's Proposal too. The RIDEM stated they did not select any of the plans submitted for their RFP and they did not explain in any detail their rationale, but they awarded Procaccianti a 19 year parking lot lease without it going out for bid even though Procaccianti failed to maintain the hotel they were responsible for. In addition, last year the State Properties Committee informed Procaccianti they would be given a 6 month extension to their lease that expired last September, but they would have to demolish the existing hotel. Now the RIDEM is stating the 10 Billion Dollar Developer does not have to pay for the demolition, but the tax payers of RI have to pay for the demolition.. The Rhode Island Attorney General's Office was contacted prior to 6 month extension being granted for the lease, but the Rhode Island Attorney General's Office never got back to the Town of Narragansett to investigate the Town's complaint. Let us hope the RI Attorney General's Office will get back to us now for this gross malfeasance of the RIDEM. In the summer, while the Town of Narragansett was making a case to not grant an extension to Procaccianti for its lease, the State Properties Committee already approved the six month extension. Below is a link to Monday's Town Council Meeting that shows the frustration of Town Council Member Dr. Ewa Dzwierzynski. Frustration is also expressed by members in the community. Please let us not think the Golden Rule for Rhode Island is , He or She who owns the Gold Rules. We do not want our State Motto have to change from "Hope" to "Hopeless"
Here is a video link that shows you the condition of the hotel as a result of the purposeful negligence of Procaccianti Developers. Only in Rhode Island can a State Agency like the RIDEM get away with awarding a Slumlord Billionaire a 19 year parking lease after the Billionaire developer purposely made a property become uninhabitable to a point it now needs to be demolished, and now the State of RI taxpayers have to pay for the demolition. Let us hope the Governor, our Attorney General, the Courts, and the State Properties Committee do not allow this behind the scenes deal to be approved.
Attached is a paper I wrote on the latest status on the RIDEM - Procaccianti Parking Lot Lease. The paper shows why our politicians and / or courts need to step in and stop this unscrupulous behind the scenes deal.

The above actions by the RIDEM and Procaccianti does not only involve Narragansett, but the entire State of Rhode Island. If this abuse of power by a government agency is allowed where a State Agency can totally disregard the will of a Town for the benefit and greed of a Billion Dollar Corporation then this can occur to any city or town in Rhode Island. It is frightening and sets up for a dangerous precedent on how corrupt our elected officials and our courts are in the State of Rhode Island if this action is allowed by our State of Rhode Island. If Procaccianti can keep the lease awarded to him it will cost the Town of Narragansett in more ways than one.
