The Issue

Japan's Nagasaki Prefecture (pictured) faces a "pretty high level of hurdle" if it decides to reapply to the national authorities for the right to host casinos and integrated resorts (IRs).

The comments were released at a current general affairs committee meeting on Wednesday, with local authorities confirming they would not file an administrative appeal against December's "unapproval" decision on the Nagasaki IR district development plan, which was submitted to the government in April 2022.

The information was provided by Tomohito Waseda, the head of the current planning department, and Takeshi Komiya, the head of the IR promotion department under the planning department, according to GGRAsia's Japan correspondent information.

Appeals to the decision by the national authorities had to be processed by March 27.

As for the possible future application period, the prefecture said: "At this time, I can't decide on my own."

The local government agency added: "For the prefecture to reapply, all IR work must be done all over again. Obstacles are considered quite high."

The prefecture's internal review of the years-long IR effort is likely to be completed by the end of March, at which point it could get clearer ideas on whether to continue its policy goals, according to a statement reviewed on Wednesday by GGRAsia's Japan correspondent.

Nagasaki Prefecture said in a statement at Wednesday's meeting: "It is very difficult to reverse the decision because the [national] government has enormous discretion in judging such matters."

If the current authorities file an appeal, the process "will take about a year," the local authorities added.

The IR PR department in Nagasaki Prefecture (to be reduced to "IR offices") has previously identified its private sector partners for IR as "Casino Austria International Japan" and "Kyushu Resort Japan and Adviser".

The Nagasaki Islands fundraising mentioned an amount of 438.3 billion yen (currently $2.97 billion).

The prefecture said the project's "financial preparations" include Credit Suisse AG, CBRE and Canter Fitzgerald Securities Japan Inc.

In late December, Japan's tourism agency under Japan's Ministry of Land, Infrastructure and Transport cited concerns over financing, saying Nagasaki's IR proposal "did not meet the necessary standards" set in Japan's basic IR policy. 바카라사이트

The Nagasaki IR project was scheduled to land at the Huis Ten Bosch Theme Park in Sasebo City, part of the prefecture.

In remarks on Wednesday, the prefecture said: "Kyushu Resort Japan has lost the validity of the IR land purchase reservation agreement and the fundraising arrangement after it was not approved."
