The Planning Advisory Service has published a document titled: 10 key principles for owning your housing numbers and finding your objectively assessed needs. http://www.pas.gov.uk/c/document_library/get_file?uuid=bcdbc05f-0042-4e4c-9258-653ebc11b5b1&groupId=332612 This is a quote from it: "...any decision to change assumptions must be transparent and based on evidence. A method which uses a ‘black box’ approach is at risk of being unexplainable and unreliable." here's another: "Delegating all responsibility to a consultant is unlikely to be efficient because you have to explain it to members and translate it into a provision taking account of all the other evidence."
