She is a “Big Lick” Multi-Millionaire. Her husband owns a chain of Piggly Wiggly grocery stores. Ms. Milligan spends hundreds of thousands of dollars each year enjoying her “Big Lick” habit which Equine Vet Dr. John Haffner says “is a business built on the suffering and pain of horses”. The USDA has a pending case against her and her trainer for alleged "HORSE SORING". Ms. Milligan founded a prestigious “Big Lick” Horse Show in Panama City Beach, FL. in about 2000. The local tourist board was giving her $25,000.00 to promote the “Big Lick” Show because of the alleged Tourist benefit. In February 2016, CCABLAC Animal Welfare Advocates objected to this practice, and ran Ads and publicly appeared before City Council meetings and asked them to end it. A public uproar resulted. As a result, the Panama City Beach Tourist Board did NOT pay the $25,000.00 to Ms. Milligan’s organization. In May 2017, CCABLAC presented the PCB Tourist Board with CCABLAC's “Community Service Award” for its not paying the $25,000.00 to Ms Milligan's horse show. Splash Horse Show” on September 23, 2017 in Columbia, TN. Ms. Milligan then moved her "P. C. Splash" - “Big Lick” Horse Show - to the private property of the Tennessee Walking Horse National Celebration in Shelbyville, TN. Thanks to YOU, the Citizens Campaign Against “Big Lick” Animal Cruelty was at Asheville, NC publicly and peacefully protesting against the "Big Lick" Animal Cruelty. CCABLAC has successfully fought “Big Lick” Animal Cruelty from the Gulf of Mexico from Panama City Beach, FL, to the Blue Ridge Mountains of Asheville, NC, and will continue to do so wherever it exists.
