Next month will make 1 year since the Booster Course Pass had been announced via the Nintendo Direct. It will also make 1 year since fans were disappointed that no characters were announced, and that's why I made this petition.

Some people, such as me, predict that the next three waves will be released at the same periods as the first three ones last year. In fact, the first wave was released on the 18th of March, which was in Spring, the second one on the 4th of August, in Summer, and the third one on the 7th of December, in Winter. Maybe the fourth wave will be released in Spring, the fifth one in Summer and the last one in Winter, but not on the same day as the first three ones.

There may also be chances that after the 6th wave will be released, you'll unlock more characters after finishing all the DLC cups in all difficulties. As far as I am concerned, the twelve DLC cups may represent the twelve missing drivers who are in Mario Kart Tour, in which new courses are remastered in the DLC. As I explained in my petition, excluding skins, which are not treated as alts in this app, there are so far :

• 5 returning characters : Diddy Kong, Birdo and Funky Kong, who were last playable in Mario Kart Wii, Donkey Kong Jr., who was only playable in Super Mario Kart, and Petey Piranha, who was only playable in Mario Kart : Double Dash!!.
• 10 new characters : Peachette, Pauline, Hammer Bro (who was supposed to be playable in Mario Kart Wii), Monty Mole, Dixie Kong, Captain Toad, Nabbit, King Bob-omb (who made his first playable appearance in the Mario series overall), Kamek (who was scrapped from Mario Kart 64 and Mario Kart 8) and Chargin' Chuck.

Only 15 characters (who are the ones above) out of 47 (which is the number of characters excluding skins) in Mario Kart Tour are missing in Mario Kart 8 Deluxe.

However, only 12 will have chances to make it into the game : Birdo (and other colors of her), Diddy Kong, Petey Piranha, Funky Kong, Pauline, Hammer Bro (+Boomerang, Fire and Ice Bro), Monty Mole, Dixie Kong, Nabbit, King Bob-omb, Kamek and Chargin' Chuck for the following reasons :

• Captain Toad is often considered as a skin of Toad due to sharing the same animations and voice clips as him. This is confirmed in the team rally table, which places characters variants behind the characters they're based on (for example, Metal Mario is placed behind Mario, despite both of them being separate characters in previous Mario Kart games). There, Captain Toad is placed behind Toad.
• Peachette, despite not having the same animations, voice clips and emblem as Toadette, is placed behind her in the team rally table, showing she's a skin of her.
• Donkey Kong Jr. is only a 16 bit sprite, which would make him difficult to fit in bikes and ATVs.

I forgot to tell it in the petition, but more skins can also make it to Mario Kart 8 Deluxe, but only if Nintendo treats them as skins and not as unique characters. It made this mistake twice : with 6 characters in MK8DX (Tanooki Mario and Metal Mario, who should be skins of Mario, Cat Peach and Pink Gold Peach, who should be skins of Peach, and 1 gender of both Inkling and Villager, who should be chosen as skins rather than characters) and with all variants in Mario Kart Tour.

However, all of what I wrote above is only speculations that have yet to be confirmed, so you need to take all of this with a grain of salt. But if you want this to happen in Mario Kart 8 Deluxe, you can ask more and more persons to sign this petition and share it, to make Nintendo listen to its fanbase, aware of that, and so make the game better.
