A dataminer whose Twitter account is @azuraPKM1542 has found that rivals for some characters were removed due to a glitch.

There are slots with removed rivals (in blue) and there are empty ones, which would possibly mean that there are chances that more characters will be playable in Mario Kart 8 Deluxe.

However, we must take this with a grain of salt.
