The FAIR CHILD SUPPORT ACT, would allow the payee to be able to support the CHILD(REN), during visitation, without having to rely on others. Many of those whom are paying, aren't able to have the same luxuries, as the receiving parent. 

Child support was meant to keep the child(ren) in the same expectations, as if both parents were still raising the child(ren) in the same home. 

The PAYEE should also be able to claim, said child(ren), as a way to make up some of the financial cost, due to CHILD SUPPORT, being TAX FREE, for the recipient.
