Who introduced English Medium Schooling in India?

How did this important Historic event miss the Preamble of the Draft NEP 2016? or was it a deliberate omission? Was it omitted just because it was introduced by the Christian Missionaries of that time? Lets not be fooled and let history not be distorted as per the whimsical fancies of the saffron bandwagon.
