Declare flood torn Seemanchal as Disaster prone and mitigate the sufferings of the people.
The Issue
The Seemanchal region of Bihar which comprises districts like Kishanganj, Purnea, Araria, Katihar is India's one of the most flood-prone zone, with 76% of the population in the north Bihar living under the recurring threat of Floods.Floods in Seemanchal are a recurring disaster which on an annual basis destroys thousands of human lives apart from livestock and assets.Over 1 million people are affected in the worst-hit districts of Kishanganj, Araria,purnea and Katihar.Crops worth crores are damaged and road links had been snapped.
When heavy rains occur in the mountains of central and eastern Nepal the water flows into the major drainages of Mhananda, Bagmati, and Koshi rivers. As these rivers cross into India they flow into the lowlands of Seemanchal and incur a huge loss of lives and property.Flood situation for Seemanchal continues to be more grim with every passing year.
We must find a permanent solution to this recurring problem which is getting bigger and bigger every year.
Seemanchal has not been identified or demarcated as flood prone areas in spite of recommendations.
I demand the enactment of the recommendations of the Rashtriya Barh Aayogh (RBA), which was constituted to identify flood-prone areas to reduce annual damage.Records of damages due to floods must be maintained according to administrative units, rather than category- or basin-wise, as recommended by the RBA.
Record the damage caused by this Seemanchal Flood 2017 and as per RBA’s recommendations, use this data for drawing maps of areas affected by floods, and further verify it after field visits.
Identify Seemanchal as Flood prone and do the necessary for devising schemes for alleviation.
In 1975, the Central Water Commission (CWC) circulated a model bill for flood plain zoning among states for enactment. Flood Plain Zoning demarcates zones or areas likely to be affected by floods of different magnitudes or frequencies.
Had these acts would have been implemented, the destruction in the Seemanchal Flood 2017 would have been less.I demand the consideration of Seemanchal for the Flood Zoning Act so that loss of lives and property can be mitigated.
