Ban balloon release in Malta

We have finally reached a state where offenders littering our environment are fined, named and shamed. We seem to go towards a cleaner environment where people take pride in keeping their surroundings tidy. Several cleanup groups spend their spare time cleaning up litter and amongst that litter we find these balloons.
On the other hand we have big organisations releasing balloons without being fined. So hundred of balloons are not seen as litter?
Biodegradable balloons do NOT degrade in the sea. It needs compost facilities at a recycling plant to have a chance to do so. Marine life is choking and gets entangled by the balloons. Birds and turtles dying...
Lets ban the littering that occurs when balloons are released. The sea don't need more plastic and there are other ways to celebrate.
