A number of people have said the map was not clear enough.  I have updated the map to only show the two blocks in question.

The block on the harbour side is the block above Days Bay.  The block on the Wainuiomata side is the forest covered area to the right as you head down the Wainuiomata hill.  This area is called the Northcote St Reserve by Hutt City Council and has been assigned the address 9A Northcote St.

The reason why the Council has been able to make changes to reserves subject to the Reserves Act 1977 is because the Minister of Conservation delegated powers over the reserves to Councils.  For more information follow the following link:

Evidently someone noticed that the reserve status had been removed from the Days Bay block and the Council engaged with a consultation process to restore the reserve status.  However, nothing came of this and the land is still not protected by reservation status:
