Ban all single use plastics in Ireland

The Issue

It is time to get ahead of the curve and place emphasis on the producers and providers to stop using single use plastics. The best way to do this is a blanket ban with a stepped roll out. After all necessity is the mother of invention so you can be sure biodegradable alternatives will soon replace all single use plastics. 

Costa Rica are planning to do this by 2021. How quickly can Ireland do it?
