Highway 29 has become a major Corredor  over Mount Saint Helena.

 I’m proposing a bypass by boring under RLS, and continuing down the ravine with a straightened road coming out just below the no-name bridge south of old Loli toll road. This would leave at the RLS  trail head parking, free of commute traffic, eliminate several switchbacks continuing down Mount Saint Helena. 

 The benefits of this would be: shorter commute time,  pedestrian friendly parking lot at RLS and trail head entrance, quicker emergency response between county lines,  safer roads in winter commute there are many more benefits to this bypass and few if any  negatives.
