The Allan Memorial Truth Project stands with the Mohawk Mothers (Kanien’kehá:ka Kahnistensera) in their fight for justice at the site of the former Royal Victoria Hospital in Montreal, where unmarked graves may lie. This site is linked to the infamous MKUltra experiments conducted at the Allan Memorial Institute, where Indigenous children and others were subjected to cruel, inhumane psychiatric experiments between 1943 and 1966 under Dr. Ewen Cameron and the CIA.
The Mohawk Mothers have been fighting for a full, independent investigation to uncover these graves, particularly those of children, whose lives were destroyed by these experiments. Despite a favorable court ruling in 2023, which ordered McGill University and the Société québécoise des infrastructures (SQI) to reinstate an expert panel of archaeologists, legal challenges have hindered progress. In January 2025, the Supreme Court of Canada declined to hear the case. Yet, the Mohawk Mothers remain determined to uncover the truth.
The Allan Memorial Truth Project stands alongside them, committed to holding institutions accountable for the atrocities committed at the Allan Memorial Institute. We are petitioning for a formal Canadian public inquiry into these psychiatric abuses that destroyed countless lives. We must not let these clear violations of human rights and clear criminal and morally reprehensible deeds go unaccounted for. We owe it to ourselves and our future children.
We demand the following:
A thorough archaeological investigation of the former hospital site to uncover unmarked graves, especially those of children who were part of the MKUltra experiments.
A public inquiry into the MKUltra experiments, recognizing the roles of Canadian authorities and the CIA in these violations.
A formal apology and reparations for the victims and survivors of these experiments.
Legal safeguards to ensure such abuses never happen again.
We call for justice, truth, and accountability for the victims of these human rights violations. Every signature brings us closer to uncovering the truth and healing the wounds of the past.
