Increased homelessness are causing three main problems in Portland and Multonomah county.

1. Public Safety is deteriorating. For example, many assaults happened among homeless people, residents and visitors are attacked at increasing incidence, increased theft for homeowners and local businesses, homeless people camping near ramps and road may cause injury for themselves and drivers, syringes filled with drugs hidden in public restrooms, facilities in parks are damaged in an increasing rate, camp fire are built on sidewalks in neighborhoods .

2. Public health is deteriorating. For example, homeless people may become the host for various contagious disease due to poor hygiene, rodents are increasingly visible due to littering at active and deserted homelessness camps, feces and other raw sewage are disposed without treatment in parks and on sidewalks, needles for drug use are disposed at public lawns where children play.

3. Quality of life for all who live here or visiting are deteriorating. Psychologically, people have more fear, anger, frustration and resentment. Many public parks, bilking trails and recreational facilities became too dirty, too broken or too dangerous to use.
