Cleveland Ohio needs to put a STOP to using horse drawn carriages. It isn't right and they are not taken care of properly. A horse collapsed Saturday night. These people have been in the news before for such shenanigans. It is time we put a STOP to it. We have Goddards Law, it should protect these horses as well.
