people who have dogs that have been with owner since birth or abandoned that would only be killed in shelters that are old and crippled and that were sickly and i paid out of my pocket to care for and vet bills with no help from anyone except my family.it would be abusive and indiana states it is a feloney to abuse or neglect your pets.to deny people who rescue and have for years their right to keep sheltering  and protecting them it should not be allowed to force them to turn over their fur babies.mine are in kennels during the day or in my home when it is bad weather out.never allowed to run loose and are on privately owned land..
