Feb 15, 2017 — Commission: Hinchey, Bilda and other NPU officials violated ethics. This is the people who are running things at Norwich Public Utilities. The Mayor never helped us. I went without water for months. Snow , ice ,rain we had to endure. They did not care about my children. Everything they did was illegal. Sign and share
