Athens Tennessee for a no kill shelter

Athens city animal shelter is not only responsibke for animals of athens but also animals in mcminn county that are stray or lost. Their facilty is not big enough to handle this nor are they staffed properly. So  when individuals like myself are forced to bring in animals that wonder on or property we are told they are full and all intakes will be euthanized until they can clear room. This is nonsense. Mcminn county needs to start charging people with neglect and use the fines for a better system. There is no reason a healthy animal should be put down just because they are full. My neighbor has 16 cats and cant afford 1 but no one will do anything to her.  My only recourse is this shelter but now that i know what is going on it needs to stop. The mayor qnd the city council can change this policy. Besides an A.S.P.C.A is supposed to be "no kill" anyway. They are also affiliated with the Humane Society... so please tell me how this practice is humane?
