A rise is a rise... If the State Govt reduced the Gross Rental Value on some properties then that's a bonus for the ratepayer, not an opportunity for Council to increase the differential rate to claw back money they may not receive this year from some properties.  Council clearly stated in March, after a democratic vote, that they would “freeze all rates, fees, and charges at current levels for the coming budget”.  Council then announced this to the residents and ratepayers of the City of Rockingham. 

That means the same as in 2019.  The same rate in the dollar amount on GRV, the same annual fee for waste services, and the same rate in the dollar amount for the Emergency Services Levy…. A freeze is a freeze.   

We have all had to make sacrifices this year.  The council might look at some of the frivolous ways it spends money or the things it chooses to involve itself in that are not the purview of Local Governments before going back on an undertaking it made in March.
