No penalties for law breakers

Today NSW Fair Trading confirmed that even if a complaint is found in the consumers favour, there is NO PENALTIES for the business/trader at all. That leaves the consumer to only follow the complaint on to the small claims tribunal, with the business/trader's intention to have consumers give up at this point.
