Mass law 115 prohibits pain for non violent behaviors but JRC does it anyway

Judge Rotenberg Educational Center (AKA JRC AKA JREC PKA BRI) has been known to give painful electric shocks for very minor not dangerous behavior including swearing, out of your seat w/o permission, running away from JRC, repetitive hand movement in front of face, tensing up for more then 2 seconds, "Blatant NO" and refusing to follow directions (JRC admitted it, former student chart).
The Judge Rotenberg Educational Center is located in Canton Massachusetts; however, Massachusetts state law 115 CMR 5.14 says you can not inflict pain on someone for behaviors that are not dangerous.I am calling on the Massachusetts State Attorney General to reevaluate JRC's compliance with this law.

This is the letter that will be emailed to the Massachusetts State Attorney General:
To Massachusetts State Attorney General,
Please reevaluate Judge Rotenberg Educational Center's compliance with Mass law 115 CMR 5.14, this law prohibits painful punishments for behaviors that are not dangerous, however JRC has been known to give painful electric shocks for very minor not dangerous behavior including swearing, out of your seat w/o permission, running away from JRC, repetitive hand movement in front of face, tensing up for more then 2 seconds, "Blatant NO" and refusing to follow direction.
Please stop JRC from using painful electric shocks or any other level III aversive to punish such mild behaviors.
