Why should market harborough high Street get free Christmas trees, but not the other streets?

Personal story
We have a hair Salon on Adam and Eve Street and every year pay for a tree to go up. Lots of the big chains don't get one so it's up to us independent shops to make our town look beautiful. Now the council have said some of you can have free trees on the high street. . . But if you are on another street you can't. Why are we not as important?
