Mandate transparency in project evaluation for Canadian-funded NGOs

The Issue

As a concerned citizen dedicated to improving transparency and accountability in international development, I have seen firsthand the absence of proper evaluation of projects funded by the Government of Canada. Through my podcast, "Improving Development Evaluation," https://rss.com/podcasts/improvingdevelopmentevaluation I have documented over $600 million CAD in international development projects that have failed to provide proper evaluations and measurements. These projects claim success without tangible evidence, placing their impact in question and potentially wasting taxpayer dollars.

Currently, many organizations supported by Canadian taxpayer money claim to achieve their project outcomes but fail to provide sufficient data or transparency to verify their success. This lack of accountability not only undermines trust in these organizations but also hinders potential learning and improvement in future development projects. It is essential that these organizations are held accountable for their claims and that they clearly demonstrate the impact of their work.

To address this issue, we call upon the Government of Canada to require all international development organizations it funds to publicly release their Performance Measurement Frameworks (PMFs) on their websites, along with comprehensive data for all outcome and output indicators specified within these frameworks. This will ensure that project outcomes are not only claimed but substantiated by transparent and accessible data. As explained in my podcast, most of these PMFs contain poorly designed outcome indicators that fail to properly measure whether the project outcomes have even been achieved. This results in these international development organizations falsely claimly on their websites that their project outcomes have been achieved when their PMF outcome indicators do not even validly measure their project outcomes.

Making PMFs and corresponding data available will empower Canadian citizens and other stakeholders to verify the success of these projects independently. This openness will foster a culture of accountability, improve decision-making processes, and enhance the efficacy of Canadian international aid.

The Government of Canada must take decisive action to ensure that taxpayer money is being used effectively and that funded organizations are delivering real, valid results.
