As an aspiring engineering student in India, I found it incredibly difficult and stressful to navigate through the piles of cryptic information regarding college admissions. I've heard countless stories from peers and parents about the struggles of trying to decipher cutoff scores, the complexities of quotas, and the varied fee structures across institutions. This is a widespread issue that has caused unnecessary anxiety and confusion for students and parents alike, ultimately affecting our education and career prospects.

Many of us have spent hours searching different college websites and forums to gather essential information such as cut-offs, quota systems for NRI, OCI, PIO, and other categories, detailed fee breakdowns, scholarship opportunities—both merit-based and for students entering B. Tech from diplomas—placement statistics, faculty qualifications, and academic facilities. Often, the information available is incomplete, outdated, or not easily accessible, disadvantaging students at a critical juncture in their education journey.

A report by the Ministry of Education highlights that despite having some of the world's brightest minds and top educational institutions, India's higher education system struggles with transparency and accessibility of information. This lack of transparency creates an uneven playing field, especially for students coming from underprivileged backgrounds who cannot afford expensive coaching or consultancy services. 

I respectfully submit this request for your kind consideration regarding the need for greater transparency and accountability in Engineering Colleges. Students and parents invest significant time, effort and money in higher education, but many important details are not easily available to them before or during admission.

I therefore request you to kindly consider issuing appropriate directions to all Engineering Colleges in Maharashtra to prominently publish and regularly update the following information on their official websites and notice boards:

Complete Fee Structure – Tuition fees, development fees, examination fees, hostel fees and all other charges, with a clear breakup.
Branch-wise Admission Cut-Offs – Complete details of the admission cut-off for each branch and course, category-wise and round-wise, for the current and previous academic years.

Management Quota Admissions – Complete transparency regarding management quota seats, including:
Total number of seats available branch-wise.
Eligibility criteria and admission procedure.
Merit criteria and cut-off, wherever applicable.
Names or merit list/rank of admitted candidates, subject to applicable privacy norms.
Complete fee and all additional charges applicable to such admissions.
NRI / OCI / PIO and Other Quota Admissions – Details of seats reserved or available under NRI and any other applicable quota, including:
Number of seats branch-wise.
Eligibility criteria.
Admission procedure and selection criteria.
Applicable fees and other charges.
Admission cut-off or merit details, wherever applicable.
All Other Quotas, if Any – Complete information regarding any other category or institutional quota, including the number of seats, eligibility criteria, admission process, selection criteria, branch-wise cut-off/merit and applicable fees.Seat Matrix and Vacant Seats – Branch-wise and category-wise details of the total sanctioned intake, seats filled under each quota/category and vacant seats after every admission round.

Scholarship Information – Complete details of all government, institutional and private scholarships, including eligibility criteria, number of beneficiaries, amount of scholarship and application procedure.
Merit-Based Scholarships – Clear information regarding scholarships and financial assistance available to students based on academic excellence, including provisions for students entering B.Tech after completing Diploma/Polytechnic education.

Admission Criteria – Detailed information regarding eligibility, entrance examinations, merit criteria, lateral entry and admission procedures.

Placement Records – Branch-wise placement data for the previous years, including number of eligible students, number of students placed, companies visited, highest package, average package and median package.

Faculty Details – Information regarding qualified teaching staff, their educational qualifications, experience and faculty-student ratio.

Infrastructure and Facilities – Details of laboratories, workshops, libraries, hostels, sports facilities and other academic infrastructure available for students.
Accreditation and Approvals – Information regarding approvals, affiliations, NAAC/NBA accreditation status and validity.

Student Support and Grievance Redressal – Details of grievance cells, anti-ragging committees, scholarship committees and other student support mechanisms, along with contact details.
Academic Performance – Branch-wise results, pass percentage and other important academic performance indicators.

Internship and Industry Exposure – Details of internship opportunities, industry collaborations, MoUs and practical training facilities provided to students.
Regular Updating of Information – All the above information should be updated after every admission cycle and every academic year so that students and parents receive accurate, complete and current information.

Such mandatory public disclosure will enable students and parents to make informed decisions, prevent confusion regarding admissions and fees, encourage healthy competition among institutions and ensure greater transparency and accountability in the higher and technical education system.

I would be especially grateful if the Government could also consider directing colleges to clearly publish their scholarship policies for Diploma-to-Degree/Lateral Entry students, so that meritorious students are not deprived of financial assistance merely because they have entered through the Diploma route.

I humbly request Givernment / Education Minister good self to kindly take up this important matter with the concerned department and consider issuing suitable guidelines making the above disclosures mandatory for all Engineering Colleges, for the benefit of lakhs of students and their families.

I am confident that under your able leadership, such an important initiative will bring greater transparency, fairness and accountability in admissions and Engineering education across Maharashtra.

The solution I propose is simple and actionable: The Ministry of Education, along with the All India Council for Technical Education (AICTE), should mandate that all engineering colleges maintain an easily accessible and regularly updated section on their websites detailing admissions criteria, cut-off marks, available quotas, fee structures, scholarship provisions, placement statistics, faculty credentials, and descriptions of academic facilities.

Transparency in education is not just a privilege but a right every student deserves. By signing this petition, you support the call for a fair and transparent education system that serves the best interests of future engineers, the leaders of tomorrow.
