Mandate Psychological Health as a Requirement for Animal Welfare in Portugal

O problema

I have witnessed a disheartening sight in my own community - dogs living on balconies and terraces. I have watched these dogs sleep, for hours on end, because there is nothing to do, no one to play with and the little human interaction there is, is to fill the food or water bowl. I have sahred these stories with friends, only to hear similar situations where a report is made and nothing is done for the animal. I have contacted the animal welfare authorities in my own situation and the response was heartbreaking. As long as they are vaccinated, have food/water and shade, it is enough. I am watching this dog, daily, bark to the point of exhaustion when the owner is home, trying to get attention. I am watching the dog slowly be broken psychologically by being isolated day after day. Science shows that lack of social engagement can affect their psychological health in detrimental ways. It's essential to understand that proper animal welfare should not be restricted solely to physical health; it must include psychological health too. 

Indeed, research demonstrates that social interaction is vital for dogs' mental health. According to a study from the Journal of Veterinary Behavior, lack of socialization and environmental enrichment can contribute towards the development of behavioral problems in dogs. Additionally, an article in the Journal of the American Veterinary Medical Association stated that many behavioral issues in dogs, such as aggression and separation anxiety, could often be linked to isolation and lack of psychological nurturing.

Considering these facts, the importance of adding psychological health as a requirement in animal welfare statutes becomes indisputable. This amendment has the potential to spark significant improvements in the way animals, particularly dogs, are cared for domestically. Being vaccinated and fed is not enough.  Their psychological wellbeing must be taken into account when assessing health issues. 

To change the current situation, we must raise our voices and advocate for more comprehensive animal welfare laws which include psychological health considerations. Through this petition, we request policy-makers to mandate these necessary changes promptly, in honorable service to our faithful friends.
