In good faith, I signed a contract with Spring Valley Care Centre when Paul moved from Kelowna General Hospital on the recommendation of Interior Health. Their contract states that Spring Valley is responsible for " building maintenance and repair".  A serious breach of contract is obvious since he has now been without a functioning heating system for over two months!
