Around 70 stray dogs who are called community dogs in India were picked up by the municipality on the orders of the District collector of Guna in Madhya Pradesh to be dumped in the jungle area around Guna.

This was done after receiving several complaints from the local cow owners who said that the dogs were attacking their cows and eating them. 

Exactly 26 months ago (which is 2 years and 2 months back) in 2019 around 75 dogs were picked up by the municipality in Guna and thrown in the jungle. 

This is how the municipality in Guna who is responsible to neuter and spay stray dogs is implementing the animal birth control program for stray dogs by throwing them in the wild. 

Why are the dogs attacking cows and eating them? It's only because they are hungry. And instead of feeding them and satiating their hunger the municipality is tbrowing them in jungles. The municipality is forcing them to live a life of the wild for which they are neither prepared nor trained. Most of them will die of hunger, many will become prey to other wild animals and the few who will survive will become wild dogs.

The ABC centre is only suppose to sterilize stray dogs but the Mira Bhayander ABC Centre, near Mumbai, Maharashtra picked up a ten year old sterilized dog Kaalu on the orders of the Animal Husbandry officer of the area. Apparently a resident made a complaint to the officer regarding Kaalu that it bit her and is biting people of the area. So inspite of strong resistance from the caregivers who said that the dog is absolutely normal and does not bite was forcefully picked up. And is currently at the centre. The complainant physically assaulted the caregiver and abused her. The caregiver has filed an FIR against her. Ambika Shukla of Sanjay Gandhi Animal Care Centre has spoken to the concerned officials and assured the caregiver that Sheroo will be released soon. 

The municipal corporation or the animal husbandry officer do not have any right to pick up any stray dog other than  that for getting it sterilized. There are charges against the same officer who got Sheroo picked up that few days back his wife got small puppies relocated from their area These people and the municipal corporations have made a mockery of the ABC program and the dog rules 2001. They declare any dog as biting and on the pretext of being rabid pick up dogs. Biting does not mean rabid hence even if the dog has bitten he may be absolutely normal and not rabid. 

Normal and healthy dogs do not bite without provocation. And unfortunately there are people who intentionally and sometimes due to ignorance unintentionally provoke them. And many times just because people don't like dogs so they make false charges of biting against them and try to get rid of them through wrong means. This is a classic example of how we educated lot keep provoking dogs to bite us by our inhuman acts. In December a female dog in Mumbai, Maharashtra gave birth to puppies. To protect her puppies few kids living in a society building with the help of a caregiver built a temporary home for them. The secretary of the building forced the caregiver to remove the house saying its private property. So the caregiver removed the house. Also the secretary has asked the caregiver to stop feeding them and threatened to kill the puppies if they bark at him. He has also said that he will get the puppies removed by calling up the municipality. The caregiver has seen him throwing stones at the puppies several times. Also he says that what if the dogs bite someone then who would be responsible? Well with such a behaviour the day is not far when the secretary who also happens to be a senior citizen will be bitten by a dog or a puppy. The puppies are three months old and all efforts by the caregivers of getting them adopted have failed. Now how will these puppies survive( Pic in the post). 

Why should a handful of caregivers be held responsible for everything? Poor fellows they are not even allowed to feed these hungry and helpless dogs with dignity and safety. And these dogs face constant cruelty and hatred. 

If this is the level of awareness of the ABC program.and dog rules in Mumbai where dogs are being relocated and caregiver harassed for feeding the dogs then just imagine what must be the level of awareness about the ABC program.in the rest of the parts of India. 

The municipal corporations should either be replaced with some other body for the implementation of the ABC program in India or else they should  change their style of implementation from an unsystematic and complaint centric  one to a more systematic and humane centric one. 

Unfortunately we don't see either of it happening.
