

The municipal corporation of Yeola near Nasik in Maharashtra have picked up dogs in the most barbaric manner by tying ropes around their neck and then dragging them by the rope and pulling them by the rope on the tempo. According to Hema Chowdhary an animal rights activist in Mumbai the ruthless people have not even spared lactating mothers and pregnant dogs. This cruelty was committed on the orders of the CEO of the municipal corporation. The corporation has not picked up dogs for sterilization but have picked up to dump them in some forest.
These are stray Indian dogs and not wild dogs. If the so called govt officials who are suppose to be well informed and educated, if they have such nasty attitude towards the Indian dog then what can be expected from a common man of India. Another barbaric incident of dogs being picked up by tying ropes around their neck and been dragged on the floor has been reported from Madhya Pradesh (Pic in the post). Here again the barbarism was committed on the orders of the Nagda municipal corporation. And apparently all this is being done as a part of the swatchhta Abhiyan (cleanliness drive). Our honorable Prime Minister has a dream of clean India and not cruel India. By such irresponsible, undignified and cruel acts these administrators are putting down every Indians head in shame including our Prime Minister.
A man deliberately rode a bike thrice on small puppies. Shouldn't such people be punished? These are either frustrated people who take out their frustration on these innocent souls or are sadistic people who derive pleasure by inflicting pain on others. In either case they are mentally sick people who deserve to be either in a mental asylum or a prison.

The East Delhi Municipal Corporation for three consecutive years came with the most obnoxious rabies awareness boards which was instrumental in creating hatred against dogs in the minds of the people. And now after an interval of almost two years it has yet again come out with a fresh order for dogs and their owners. They have made registration of pet dogs compulsory with a fine if the owner fails to register Given below are main points of the order:
1 Online registration with a fee is to be done within two months on the civic body’s portal failing which a fine will be levied.
2 The owner has to give vaccination detail of dogs, its photo and his identity card for registration and pay Rs 50 if the dog is vaccinated.
3 benefits of registration shall be preparing a database of pet dog owners, controlling illegal practices like unregistered dog breeding and monitoring pet vaccination schedule to prevent spread of diseases.
8 Dogs would wear collars issued by the registration authority so that pets found abandoned in public places can be returned to owners.

Well there is nothing wrong in this order but how is this order going to solve the following problems:
1 The huge population of stray dogs in Delhi and their data base. How will the corporation know how many stray dogs live in East Delhi and how many are still unsterlized and if they are being regularly vaccinated?
2 Pet dogs are often the pedigree breed and they are just a handful of them. There is no data but just by experience one can say that the ratio of a pet owner to a non pet owner in a non posh residential colony in East Delhi must be around 1:50. So the dog population is more of stray dogs than pet dogs in East Delhi. Will the corporation hire an organization to carry out stray dog census and waste crores of rupees on it? Wonder why does it not rope in the caregivers living in every colony. Because it is they who feed and take care of stray dogs. On an average a caregiver takes care of 5 to 10 dogs. So getting data about stray dogs is not difficult at all.
2 What about the vaccination of the large number of stray dogs residing in East Delhi? Has the corporation made any plans for them? Shouldn't their health be the priority for the corporation? Because the pet dogs have pet owners to look after them but what about the stray Indian dogs? Their food, water and vaccination.
3 What about the awareness about the ABC program amongst the masses of East Delhi? There is still a majority of them residing in east Delhi who kill dogs, poison them, throw acid on them and relocate them just to get rid of their excess population. The feeders are attacked on a daily basis. Any plans to address this problem? The corporation is so much worried about the pet dogs being lost but what about the stray dogs who are thrown deliberately in other location by cruel and ignorant people who know nothing about animal laws and the dog rules which talks about the ABC program.
4 Pet keeping is not practiced by majority of the Indians. Keeping a dog or a cat inside the house is not very common in India. And if at all dogs are kept as pets then they are usually the pedigree breed and not the Indian breed. Has the corporation any plans for motivating and encouraging people to adopt the Indian stray dog as pet?
This new order which talks of fine for non registration of pet dogs will certainly not motivate and encourage people of East Delhi to adopt dogs as pets. Because they don't want to be fined for keeping a dog. East Delhi is mostly inhabited by middle class and lower middle class people. Many don't even know how to register online. There are people in India who abandon dogs once the dog is old and sick. So will such people be ready to pay fine or pay money for their registration?
When will our municipal corporations think rationally and bring action plans which are more practical, goal oriented and benefiting the society as a whole. When will they start using carrot approach instead of the stick approach? Unfortunately when it comes to.dogs they love using the stick approach
