In Punjab every now and then cases of dog cruelty is being reported. Another case of dig killing has come to light from this state:

Diljeet an animal rights activist speaks about the growing intolerance and cruelty towards the man's best friend in the state of Punjab. Her anger and frustration is very clearly visible in the video. According to her people unnecessarily beat dogs and small puppies with sticks and later they accuse dogs of biting them and their kids.
If this was not enough a case of negligence and cruelty has been reported from the ABC centre in Gurugram, Haryana. It is reported that the management is killing dogs in the name of sterilisation. Just watch the video to see how a dog is bleeding to death. The reporter has very well said that these are MURDER centres and not ABC centre. And these centres are given contract by the municipal corporations. Have they been given contracts to kill the dogs? Every year government spends crores of rupees on sterilisation. Unfortunately the corporation and the ABC centres are interested in only the numbers of dogs sterilized. There is no record of how many survived the operation and how many died. Till date the ABC program is being run in the most unsystematic and random manner which is mostly complaint centric. It seems this suits both the corporation and some of the ABC centres, hence they do not wish to change.

A municipal corporation (Kalyan-Dombivili) in Maharashtra came out with a penalty of Rs. 1000 for anyone who feeds stray dogs and birds in the month of April (pic in the post). In response to this the AWBI (Animal Welfare Board of India) has asked the corporation to withdraw the order as this is both illegal and inhuman. People cannot be stopped from feeding stray animals and birds. Imagine the law enforcers themselves are breaking law. The municipal corporations are the custodians of stray dogs and are responsible for the ABC program. They are the ones who should be strictly following the laws. But unfortunately that is not the case with majority of the municipal corporations in India.

If in a country where the govt machinery comes out with illegal orders and appoints killer centres in the name of sterilisation then what can be expected from the common man?
If the govt machinery is devoid of compassion towards the man's best friend then isn't it obvious that the citizens of the country shall also follow their footsteps?????????
No wonder cruelty against stray dogs is not stopping
