Calling for the immediate resignation of the President of Majlis Perbandaran Subang Jaya
The Issue
A 3 minutes long video of officers of Majlis Perbandaran Subang Jaya (“MPSJ”) mishandling a stray dog named ‘ Bruno Puchong’ in an inhumane and brutal manner emerged on social media on the 3rd of October 2019. The video that was recorded by one Ms Diong captured the aggression of MPSJ officers towards her and her husband, Mr Koh Tat Meng. Mr Koh Tat Meng was shoved onto a car when he pleaded for the release of a stray named Bruno Puchong. Bruno Puchong was dragged by the officers forcefully and was thrown into a van by his neck using a catchpole where he is later seen lying motionless on the van's floor.
Since the occurrence of the incident, the President of MPSJ has been continuously urged to take actions against the perpetrators. The MPSJ officers had clearly failed to follow the designated Standard Operating Procedure(“SOP”). For an example, a captured dog should be guided by being pushed to its destination instead of being pulled by its neck. Besides that, officers were supposed to provide a ramp for the dog to get into the vehicle which in this case, was not provided. The officers had also breached their SOP when they had pulled, dragged and carried Bruno Puchong by its neck. The viral video clearly shows that the officers have failed to adhere to their SOP in these instances. Despite being aware of this brutality, The President of MPSJ has chosen to remain silent despite numerous calls for action to be taken against the perpetrators. This silence can be interpreted nothing less than an unwillingness on the part of the MPSJ President to investigate and punish the perpetrators for their heinous crimes.
To this effect, we call upon the public to urge the President of MPSJ to take responsibility for her failure to act by tendering her resignation with immediate effect.
