Dear Petitioner

Thank you for the petition submitted on the change.org website about the implementation of a test autonomous driving zone in central London.

The Mayor recognises the challenges that you have outlined in your letter and is already taking a number of steps to address these concerns.

The Mayor has asked Transport for London (TfL) and the Metropolitan Police Service, as well as wider policing partners in the British Transport Police and City of London Police, to continually review the security measures in place on the network and implement measures to reduce risk of attack in London.

Reducing road danger remains a key component of the Mayor’s vision to create ‘Healthy Streets’. This approach will reduce traffic, pollution and noise to create more attractive, accessible and people-friendly streets. The Mayor is also working with TfL on a ‘Vision Zero’ approach to road safety that puts the elimination of road danger at the heart of the transport system.

The Mayor’s ‘A City for All Londoners’ vision stated that London’s plans must be able to adapt to technological change, such as Autonomous Vehicles (AVs). He has tasked TfL to explore and understand the opportunities they present. Although TfL has no plans for a driver free zone, it monitors all transport innovations closely and takes an active role in monitoring the development of AVs through conducting multiple studies and research and development projects. Examples of activity in London include:

• In February 2017, Nissan began their first European trial of autonomous technology in the London Borough of Newham.

• In April 2017, the Greenwich Automated Transport Environment Project began a trial of one autonomous pod.

• Also in April 2017, the Government announced the latest research and development activity for connected and autonomous vehicles. Three projects contain a London element, Capri, DRIVEN and StreetWise. • The Mayor has signed up to the Bloomberg Aspen Initiative on Cities and Autonomous Vehicles, bringing together Mayors and senior city leaders to help cities prepare for AVs, learn from global activity and determine policy that is fit for the future.

AV technology is a potentially significant development, which TfL will continue to follow closely as it does with all potential transport innovation.
