LET QUALIFICATIONS OPEN THE DOOR, NOT CONNECTIONS.

A Call for Fair and Transparent Scholarship Selection

A scholarship is more than financial assistance. For many students, it can help make continuing their education possible when tuition, transportation, school requirements, and other expenses become difficult to afford.

Every year, students apply for scholarships hoping to receive the support they need. They come from different financial situations and backgrounds, and many depend on these opportunities to continue pursuing their education.

But one important question remains:

How can students be confident that scholarship opportunities are distributed through a fair and transparent process?

Scholarship programs have eligibility requirements and selection criteria. Government scholarship programs such as the CHED Merit Scholarship Program, for example, establish qualifications and ranking systems for applicants. (CHED)

However, students should be able to clearly understand how applications are evaluated, what criteria are considered, and how beneficiaries are selected.

This petition calls for greater transparency in scholarship selection processes. Scholarship programs should make their eligibility requirements, selection criteria, and general basis for choosing beneficiaries clear and accessible to applicants.

We are not asking for qualified scholars to lose their opportunities. We are asking for a process where every applicant understands the rules and has a fair opportunity to be considered.

A student's future should not depend on who they know. It should be supported by clear qualifications, genuine need when applicable, and a fair opportunity to be considered.

Let qualifications open the door, not connections.

We call for scholarship programs to:

1. Clearly publish eligibility and selection criteria.

2. Explain how applications are evaluated and beneficiaries are selected.

3. Apply stated criteria consistently to qualified applicants.

4. Make scholarship information accessible and understandable to students.

5. Promote transparency and accountability throughout the selection process.

Every student deserves to know that when they apply for an educational opportunity, they are being considered through a process they can understand.

Scholarships should create opportunities, not uncertainty.
