Implement Permanent Chat Restrictions instead of Account Bans for toxicity.

Implement Permanent Chat Restrictions instead of Account Bans for toxicity.
The Issue
Instead of banning players from playing the game for in-chat issues, we suggest blocking the issue itself- restricting players chat, up to permanent chat restriction.
- When a player is banned permanently for losing control in the in-game chat, they are most likely to start a new account and level up all anew until they reach their previous position in the game, at which point they will be TWICE as toxic as they were during the time of the ban, which will eventually cause them to slip up again and the whole cycle will continue.
Instead, we suggest a solution: to implement permanent chat restrictions for chat-related issues. That way, players are less likely to start a new account and level up just to be able to chat again, and can just continue playing, using instead the ping system for coordination with the team, that was created exactly for that purpose.
We believe that this change will both: lower the toxicity in the game and allow players to continue playing.
