HISD Leaders Can't Quantify Cost Savings of New Magnet Hub Plan!

Now it is revealed that the district won't even know if this plan saves money until the 2019-2020 school year.  And the savings will be due to parents opting out of transportation not because they are spending less $/child.  That's not really a cost savings, is it?
