
The Hawaii Senate committees on AEN/WTL voted unanimously to PASS HB247 WITH AMENDMENTS.
The amendments thankfully remove the $10,000 farm income requirement for all farm dwellings but they do NOT change the requirements that ALL AG CPRs REGARDLESS OF SIZE conduct some unspecified form of county certified infrastructure and environmental assessment of the CPR form of ownership.
It is my strong opinion that this review is impossible because (1) CPRs do not cause ANY additional environmental or infrastructure impacts, (2) all buildings in a CPR must already be permitted/re-inspected by the county, and (3) the county will call this an unfunded mandate and simply refuse to create a mechanism and hire/assign personal for such a review, which will effectively prevent CPR registrations.
I ask that you please continue to sign and share this petition and MOST IMPORTANTLY SUBMIT OPPOSING TESTIMONY if/when the bill is sent to the final committee hearing.
