After the article with my story was featured in Times of India last week, I went and met the Deputy Commissioner of Bengaluru Urban. (Link to article: 5 years after court direction to deputy commissioner, man still awaits khata). The DC heard me out and directed the Office Manager to review my issue.
The OM called the manager and case worker and explained two reasons for delay
- The DC Office has not received the office copy of the Grant Deed for my case - I think this is just an excuse since they got the Grant Deed for other cases in same grant in Survey #36. These cases in neighboring land have been approved in 2020!
- The "Special DC-1" for Bengaluru North is yet to take charge. This is again not acceptable since the HC order was given 5 years ago. DC office cannot indefinitely defer review of cases
This impasse continues despite articles in @DeccanHerald that says the Karnataka government has appointed additional DC's - Bengaluru Urban DC needs 10 years to clear case pile-up. The article said that “the government created the post of Special Deputy Commissioner-3 expressly to help clear the huge pendency.”
These excuses are unacceptable since they are simply tactics officials are using to slow things down.
