Direct the Labour Department to ensure the implementation of the legal agreement

Dear Sir/Madam,

As is known, the hot rolling steel workers have been struggling for their constitutional and legal rights like minimum wages, 8-hour workday, ESI, PF, etc, since June 6. The owners were forced to sign an agreement in front of the Deputy Labour Commissioner, Nimri Colony on June 27 and June 28 which obliged them to implement all the labour laws. However, the owners refused to implement the agreement. Consequently, the workers sat on factory gates everyday from 28th June to July 2. On July 3, a factory owner (of the A-102/6 factory) held a number of workers forcibly hostage with the support of the Police and local goons and started beating them and forcing them to work for 12 hours for just 8 thousand rupees (less than USD 135), which is even below the minimum wages for the unskilled workers in Delhi. The Police openly colluded with the owners and goons to intimidate and repress the workers. Two assistant labour commissioners came to the spot to free the workers, but failed. The workers continued their battle in front of the DLC office.

We, all concerned citizens of India, condemn this blatant violation of the labour laws by the owners and the way the Delhi Police has colluded with them, in the strongest words. We demand immediate action against all the hot rolling mills of Wazirpur Industrial Area and particularly against the owner of A-102/6 and also against the SHO Ashok Vihar Police Station and the DCP (North-West Delhi) who clearly refused to intervene.

Following are the demands on which both the parties signed a legal agreement on June 27 and June 28:

1. Payment of minimum wages.

2. Implementation of the 8-hour workday.

3. ESI and PF facilities.

4. No intensification of work.

We urge you to direct the Labour Department to ensure the implementation of the legal agreement.
