We need a Motion made for Cats, for 12 hr Curfew.
Why is Council spending more money on 24hr curfew proven to fail?  Casey Council spends an estimated $1.83 million annually on 24hr cat curfew. Since implementing 24-hrs, twenty-seven years ago, Casey has risen impoundments by 680percent. Casey has risen complaints to 519 in 2024-2025. Need Motion 187 amended to two years for cats (at least).  Motion No. 187 DAMP action is for two years for better behaviour of Knox homed dogs. Yet most-in-need homeless cats are only given one year to get desexed, to find a home, and for Council to assess savings.  This is designed to fail.  Only Community Cat Program high-intensity-targeted desexing works, and the savings are cumulative - saving more each year.  Who can trust an unequal 'trial'?  Knox spending ratepayers money on homed dog-training with a two-year assessment, while disadvantaging homeless cats with only one-year for desexing, finding a home and registration.  Why register a cat, when Knox plans punishing fines in the second year?  

There were no questions on cats in the survey, only on dogs.  
Motion No. 187 passed Sept 2025: 'To amend the draft DAMP to include an action to investigate how a community cat program or cat desexing program could be implemented at Knox' and 'Using evidence provided by the Australian Pet Welfare Foundation'.  This Motion action was NOT added to the DAMP 2026-2029 consultation page.  All DAMP 2026-2029 survey questions remained unchanged after the Motion, with the survey questions being only on dogs. 
Knox has kept residents uninformed, of Community Cat Programs, of the Australian Pet Welfare Foundation, and proven scientific evidence.  

Community Cat Programs are science-proven, effective cat management.
