The EU representatives from the Netherlands stated the intention of appealing to the European Union with a proposal to temporarily stop the Schengen visa-free regime for citizens of Georgia.

This initiative is connected with antidemocratic actions of the Georgian parliament, particularly with arrests of more than 200 participants of the pro-european protests. The Head of the Ministry of Foreign Affairs of the Netherlands, Caspar Veldkamp, highlighted, that the decision must be a signal for the Georgian government about the inadmissibility of such a course. An appeal to OSCE for investigation of actions of the Georgian government is also being discussed.

 

In the meantime, the European Commission has warned that it might resort to a cancellation of the visa-free regime as a response to the strengthening anti-Western rhetoric and a turn away from the European standards in Georgia. This step has already caused a concern among European politicians, who are afraid of the negative consequences for Georgian society and the relationship between Georgia and the EU.

 

We, “Volnitsa”, an organization uniting citizens from post-soviet countries, and others who signed this petition, express a concern about the potential cancellation of the visa-free Schengen regime for citizens of Georgia. We think that such an act would have a long-term negative impact on Georgia and its relationship with the European Union.

1. Strengthening the position of “Georgian Dream”

Cancelation of the visa-free regime would unintentionally strengthen the position of the ruling party “Georgian Dream”. Heads of the party will be able to use this decision as a justification for the anti-European rhetoric, which is based on an idea that the EU discredits citizens of Georgia. As a result, societal opinion will be targeted against European values and institutions, making the work of pro-European and pro-western powers more difficult.

 

2. Risk of rapprochement with Russia.

Historically, Georgia is located in the area of Russian interest, and a cancellation of the visa-free regime with the EU would put the country into a vulnerable position, giving a signal that European perspective is fading away. This will possibly lead to a strengthening of pro-Russian ideas in the civil society, which will strengthen the Kremlin's position and weaken the positions of the European Union in the region. That way, this decision might put Georgia into the sphere of influence of Vladimir Putin.

 

3. A blow to Georgian citizens working in the European Union.

Currently, nearly 300 000 Georgian citizens work in the EU countries, sending large sums of money into their home country, which are a crucial source of income for their families. The European Union served as a lighthouse of hope for thousands of Georgian families, and will now create large obstacles for working migrants. Cancellation of the visa-free regime and complication of their employment will decrease the amount of financial transactions into Georgia, which will inevitably impact Georgia’s economy and quality of life of Georgian citizens.

 

4. Sanctions hurt pro-European citizens.

The main victims of cancellation of the visa-free regime will be citizens of Georgia, who are actively supporting European integration of the country and share the values of the European Union; this decision will be regarded as a betrayal of their efforts and aspirations. Instead of punishing the ones who are responsible for political repressions and a turn away from the democratic path, sanctions will hurt the most vulnerable groups of the Georgian population.

 

Throughout the two years of ongoing war in Ukraine, we witnessed how these restrictions were interpreted by the Russian government as a proof of “Russophobia” of Western governments. This increases the support of the Kremlin in the groups of the population, which are vulnerable to propaganda. Even pro-Western Russian liberals, who have an anti-war position do not comprehend why the Western governments punish them for fighting Putin’s regime. 

 

The restrictions the EU is attempting to place against Georgian citizens are a violation of the European values.

The last couple years the European Union supported and propagated the idea that open borders are a key component of European and democratic values and show a commitment to compliance with human rights and development of interstate cooperation. A turn away from this position was only possible in exceptional cases, when true security threats were placed at the EU. An over politicization of the process would signify another step away from the humanitarian norms, once again moving the boundaries of “sufficient” and “moderate” reaction on the events happening in international politics. 

 

We stand a strong stance against the restrictions of movement for Georgian citizens and demand not to violate basic European principles: freedom of movement and inadmissibility of collective punishment. Punishment must be directed towards those who made decisions, rather than citizens who were forced to tolerate these decisions and fight against them.

 

We urge politicians from post-Soviet countries, who sympathise with antiauthoritarianism and value freedom to sign this letter. Our goal is to convey it to the Ministers of Foreign Affairs of European countries. We must express our position to EU officials. If not, Putin will have another “win”, and the civil society in Georgia will be left without its allies. 

Власти Нидерландов намерены официально обратиться к Европейскому Союзу с предложением временно приостановить действие безвизового режима для граждан Грузии.
Эта инициатива связана с антидемократическими действиями грузинского правительства, в частности, арестами более 200 участников проевропейских протестов. Глава МИД Нидерландов, Каспар Вельдкамп, подчеркнул, что решение должно стать сигналом грузинским властям о недопустимости такого курса. Также обсуждается обращение к ОБСЕ для расследования действий грузинского руководства .

Параллельно Еврокомиссия ранее предупреждала, что может прибегнуть к приостановке безвиза в ответ на усиливающуюся антизападную риторику и отступление от демократических стандартов в Грузии. Этот шаг уже вызвал обеспокоенность среди европейских политиков, которые опасаются негативных последствий для грузинского общества и отношений между Грузией и ЕС.

 

Мы, организация "Вольница", объединяющая выходцев из постсоветских стран, и другие подписавшие эту петицию, выражаем протест в связи с возможной отменой безвизового режима для граждан Грузии. Мы считаем, что такой шаг будет иметь далеко идущие негативные последствия как для самой Грузии, так и для её отношений с Европейским Союзом.

1.  Усиление позиций партии "Грузинская Мечта".

Отмена безвизового режима  укрепляет позиции правящей партии "Грузинская Мечта". Руководство партии будет  использовать это решение в качестве обвинения Европейского союза в дискредитации граждан Грузии, что усилит антиевропейскую риторику правительства. В результате общественное мнение будет направлено против европейских ценностей и институтов, а работа проевропейских и прозападных сил будет осложнена.

 

2.  Риск сближения с Россией.

Грузия исторически находится в зоне интересов России, и отмена безвизового режима поставит страну в уязвимое положение. Это спровоцирует всплеск  пророссийских настроений в обществе, что усилит позиции Кремля и ослабит позиции Европейского союза в регионе. Таким образом, это решение может вытолкнуть Грузию в сферу влияния Владимира Путина.

 

3.  Удар по гражданам Грузии, работающим в Европе.

В настоящее время около 300 000 граждан Грузии работают в странах ЕС. Европейский союз, долгое время выступавший маяком надежды для многих грузинских семей, теперь может создать значительные препятствия для трудовых мигрантов из Грузии. Ограничения на трудоустройство и отмена безвизового режима приведут к снижению денежных переводов из-за рубежа, которые являются важным источником дохода для многих семей. Это неизбежно отразится на уровне жизни граждан и общем состоянии экономики страны, усиливая социальное и экономическое напряжение.

 

4.  Санкции бьют по проевропейским гражданам.

Основными пострадавшими от отмены безвизового режима станут те граждане Грузии, которые активно поддерживают европейскую интеграцию и разделяют ценности ЕС; такое решение будет воспринято ими как предательство их усилий и стремлений. Вместо наказания тех, кто ответственен за политические репрессии и отклонение от демократического пути, санкции ударят по самым уязвимым слоям населения.

За два года войны мы увидели, что подобные ограничения, как, например, введённые против граждан России, интерпретируются властями как доказательство «русофобии» Запада. Это усиливает поддержку Кремля среди части населения, подверженной влиянию пропаганды. Даже прозападные и либерально настроенные россияне не понимают, почему их наказали за противодействие режиму Путина. 

Ограничения, которые вы планируете ввести против граждан Грузии — это нарушение общеевропейских ценностей. 

Последние годы ЕС придерживался позиции, согласно которой открытие границ являлось естественным выражением общеевропейских демократических ценностей и приверженности соблюдения общепринятых прав человека и развитию кооперации. Отступление от этой позиции было возможно только в отдельных ситуациях, когда речь шла о реальных угрозах безопасности. Излишняя политизация процесса, переход от «вопросов защиты» к «наказанию», означала бы очередной шаг в сторону от принятых гуманитарных норм, а, кроме того, в очередной раз сдвинула бы границы «достаточной» и «умеренной» реакции на происходящее в международной политике.

 

Мы решительно выступаем против ограничений на въезд граждан Грузии и требуем не нарушать базовые европейские ценности: свободу передвижений и недопустимость коллективного наказания. Наказывать нужно людей, которые принимали решения, а не граждан, которые вынуждены на себе эти решения терпеть и сопротивляться им.

 

Мы призываем политиков из постсоветских стран, симпатизирующих антиавторитаризму и ценностям свободы, подписать это письмо. Наша цель — донести его до министров иностранных дел Европейских государств. Мы обязаны донести до чиновников нашу позицию. В противном случае Путин одержит еще одну «победу», а у гражданского общества Грузии не останется союзников.
