WE, the people listed on the attached petition, come now before you, this day in April, 2019.

We request, on our behalf, that charges of Conspiracy to Commit the Murder of one Kelsey Berreth, between December 26th 2017 and December 26th, 2018, be assessed against the individuals listed below;

List: We ask the Justice Department to include Krystal Lee Kenney and all those conspirators she willingly named in her testimony to investigators, plus those who voluntarily surfaced themselves in interviews and public written correspondence.

Statement of Crime:
During the period from December 26, 2017 through December 25, 2018, on multiple occasions, Krystal Lee Kenney has acknowledged attempting to murder one Kelsey Berreth of Woodland Park, Colorado.
Krystal Lee Kenney, under oath and via written testimony has admitted to the above.
Further, Krystal Lee Kenney, has specifically identified the individuals, as those who voluntarily took overt actions to discuss, plan, conceal, supply and otherwise facilitate her efforts to murder Kelsey Berreth.
Krystal Lee Kenney has also asserted she is sure Kelsey Berreth was murdered.

Law Referenced
18 U.S. Code § 1117. Conspiracy to murder.

If two or more personsconspire to violate section 1111, 1114,1116, or 1119of this title, and one or more of such personsdo any overt act to effect the object of the conspiracy, each shall be punished by imprisonment for any term of years or for life.

18 U.S. Code § 1111. Murder.

(a)
Murder is the unlawful killing of a human being with malice aforethought. Every murder perpetrated by poison, lying in wait, or any other kind of willful, deliberate, malicious, and premeditated killing; or committed in the perpetration of, or attempt to perpetrate, any arson, escape, murder, kidnapping, treason, espionage, sabotage, aggravated sexual abuse or sexual abuse, child abuse, burglary or robbery; or perpetrated as part of pattern or practice of assault or torture against a child or children; or perpetrated from a premeditated design unlawfully and maliciously to effect the death of any human being other than him who is killed, is murder in the first degree.
Any other murder is murder in the second degree.


Standing and Jurisdiction

All those, who herein come before you, as matter of this petition, assert they have standing under the federal laws of the United States, as a citizen, to assert the conspiracy was not only a crime against the intended victim, but also a crime against all civility.
Conspiracy does not respect state lines nor state sovereignty. In addition, the preparation, execution and concealment of this crime occurred in three states (Idaho, Utah and Colorado). Thus, we believe the correct jurisdiction to request justice, is the federal jurisdiction and the federal laws identified above.

Violence Against Women
We are also forwarding this same request to the Federal Attorney Office of - Violence Against Women.
We believe that a clearly defined and articulated conspiracy to murder a woman, by another set of women, as part of some sort of “sister-hood”, is the equivalent of an organized crime.
Significant efforts were taken to coordinate and organize an attack on the life of this unprotected young mother.

Failure to address such behavior condones the premeditated violence enacted upon Kelsey Berreth, and will contribute to the perpetuation of future violence against women more generally.
We are also asking the Office of Violence Against Women, to look at the organized nature of this crime and assert additional charges, as they feel warranted.

Pleading

We hereby request, as the rightful citizens of the United States and those of law abiding countries from around the world, that the above is taken with earnest respect. That each conspirator be charged accordingly and the guilt be adjudicated before all seriousness a jury of our peers.

Addendum - Elaboration of the charge of conspiracy to murder

Be it known to all...

To be Conspiracy to Murder, there must be evidence of the following:
• A group
• Organized communication within the group
• Secrecy
• An agreement
• Mutual objective
• Overt acts to facilitate the objective, by members of the group
• Alignment with one or more of the following - A murder is perpetrated by poison, lying in wait, or any other kind of willful, deliberate, malicious, and premeditated killing; or committed in the preparation of, or the attempt to perpetrate murder.

Group
The six individuals referenced in the pleading, by their public admittance, for a period of time exceeding three years prior to the murder, indicated they are closely aligned on ALL details of each other's lives and know each other quite well.

Communication
This group, has, as evidenced by photos and communication in public view, met frequently and regularly over the years. They communicated via text, voice, email, Facebook and Pinterest.

Secrecy
The identified individuals, by admission and behavior, have operated over the years to conceal activities of the members of the group. Concealment constitutes secrecy.
Each participant in some aspect of the conspiracy to murder Kelsey Berreth.
Each maintained confidence and secrecy of the group's activities, related to perpetrating the attempts at murder.
Each maintained the confidence after the murder occurred.

Agreement
While secret, the planning and perpetration of the conspiracy occurred over many months, between December 26th, 2017 and December 26th, 2018. During this time, each individual named, was in a position to be aware of the intention to effect an assault upon and the death of a specific individual (later to be known as Kelsey Berreth).
During this time, there was ample opportunity to object and refuse to participate. Instead, each conspirator, of their own will, without inducement, contributed one or more facilitations to one or more of the attempts to murder Kelsey Berreth.
According to the testimony of Krystal Lee Kenney, the months of attempts, did conclude with the death of one Kelsey Berreth.
Facilitation, participation and failure to object or refuse to participate, clearly indicate the group members were in agreement.

Mutual Objective
It is clear, by the specific support provided, that all members of the group, shared awareness of the objective being in Colorado.
One member of the group publicly announced that in October, 2018, she specifically knew the objective was to murder a specific woman, in Colorado.
These ladies shared, via Facebook communications, the comradely of mutual success.

Overt Acts to Facilitate - The following lists a few of the overt acts performed by members of the group to facilitate the murder;
• Planning
• Lending a car for transportation and concealment
• Lying in wait
• Transportation
• Providing a hand-gun
• Providing counsel as to means to effect/conceal the murder
• Providing alibi's to conceal the travels associated with the murder
• Providing assistance with disposal of aspects of the murder
• Cleaning a murder scene
• Providing counsel on ways to clean the murder scene
• Driving to the victims residence, as part of one attempt to effect the murder
• Assisting with stalking the victim over Pinterest
• Traveling to a murder scene
• Seeking legal counsel, PRIOR to the murder
• Facilitation of communications, related to the murder, in order to circumvent law enforcement detection.

Alignment with one or more of the following- A murder perpetrated by poison, lying in wait, or any other kind of willful, deliberate, malicious, and premeditated killing; or committed in the perpetration of, or attempt to perpetrate murder (re: 18 U.S. Code § 1111. Murder)

By admittance, and testimony the following did occur;
• An attempt was made to murder, via poison, on at lease one occurrence
• An attempt was made to murder, including lying in wait, with a baseball bat or equivalent, on at least two occurrences
• Discussions did occur, on more than one occasion indicating willful, deliberate and malicious premeditation to murder
• A murder did occur, with members of the group intimate about details and cover-up, including public statements as to what happened to the body.
