Petitioning MP Karl Turner to address the issue of tethered horses within Kingston Upon Hull boundary.  We would respectfully like the council to work alongside the owners, and other agencies, to provide more suitable environments for horses to be able to move freely and safely.

These animals are often tethered in areas prone to flooding, poor vegetation or alongside roads.  Often due to the adverse weather conditions the animals break free which is a risk to both themselves and humans.  There have been incidents of horses being hit by cars, whereby not only are the horses injured; but this could cause a serious traffic accident that could significantly harm humans.

It is difficult to understand how the practice of tethering horses is lawful when it clearly breaches Sections 4 and 9 of the Animal Welfare Act 2006, and when it breaks so many points from Annex 1 of Defra's Code of Practice for the Welfare of Horses, Ponies, Donkeys and their Hybrids.
